India probes Nigerian student 'attack'

African students often complain that they are racially abused in India
India's foreign ministry says it is looking into an alleged attack on a Nigerian student by a local man in the southern city of Hyderabad.
Police said 26-year-old Bamilola Kazim was allegedly assaulted by Mohammed Gafoor after a row on Wednesday
Mr Kazim was treated for wounds at a local hospital and released.
Last week a student from the Democratic Republic of Congo was beaten to death by a group of Indian men after an argument in Delhi.
Two men have been arrested in connection with the killing of the Congolese man.
Indian foreign ministry spokesperson Vikas Swarup tweeted on Friday that Foreign Minister Sushma Swaraj "had urgently sought report" on Wednesday's incident from the local government "and is monitoring the case".
Police said Mr Kazim allegedly parked his car in front of Mr Gafoor's house, and was attacked with an iron rod by the latter after an altercation.
"We have arrested the accused and the matter is now in court," Hyderabad police officer K Krishnaiah told BBC Hindi's Imran Qureshi.
Gideon Omodowale of the local Nigerian Students Association said it was a "racial issue".
"If he was a US citizen or an Indian, he wouldn't have been attacked. Later, some community people came and he [Mr Gafoor] apologised. We are ready to drop the case because we don't want it to affect other Africans," he told the BBC.
There are more than 4,000 students from African countries in Hyderabad.
Following last week's killing of an African student in Delhi, a group of African embassies had said they did not want to participate in Africa Day celebrations on Thursday because of repeated attacks on African students in India.
They relented after Ms Swaraj promised to ensure the safety of African students in India.
Mr Swarup said the Indian government had received news from its embassy in Kinshasa, the capital of Democratic Republic of Congo, that some "Indian establishments and shops were attacked on 23 and 25 May as a reaction perhaps to the killing of the Congolese national" in Delhi.
"It has been reported that by Wednesday, things have calmed down," Mr Swarup was quoted as saying by The Hindu newspaper.
Authorities in the Democratic Republic of Congo have not yet commented on the remarks.
In February, a Tanzanian student was assaulted and partially stripped by a mob in the southern city of Bangalore

China Wanda City theme park opens in a battle with Disney

Visitors take photos beside a dragon fountain at an outdoor theme park of the newly-opened Wanda Cultural Tourism City or "Wanda City" in the eastern city of Nanchang in Jiangxi Province, China, 28 May 2016 EPA                             The new theme park promotes Chinese culture in its attractions

China's richest man has opened a massive entertainment complex to compete with US giant Disney.
"Wanda City", in south-eastern city Nanchang, features rides, shopping centres and an aquarium, and cost more than $3bn (just over £2bn).
Its owner, Wang Jianlin, said he wanted to move away from western imports and to establish a global brand based on Chinese culture.
Disney is planning to open its own theme park in Shanghai next month.
The new entertainment complex includes an $800m China-themed park filled with twirling "porcelain teacup rides" and bamboo forests, as well as a huge indoor shopping mall, and what is claimed to be the world's largest ocean park.
 EPA
The new park boasts "the highest and longest roller coaster" in China
Mr Wang's Wanda property group has also invested heavily in the film and cinema business.
It has indicated it wants to fend off Disney in the Chinese market and become a global entertainment brand.

'Craze for Mickey Mouse over'

In remarks at Saturday's opening ceremony, Mr Wang did not mention Disney by name, but said that after millennia of Chinese cultural domination, the country was lacking confidence in its own culture.
"We want to be a model for Chinese private enterprise, and we want to establish a global brand for Chinese firms," he said.
Only a week ago he told China Central Television (CCTV) that "this craze for Mickey Mouse and Donald Duck is over, the period when we would blindly follow where Disney led has been gone for years."
AP
But there is no getting away from Western merchandise in the shopping malls, where Star Wars Stormtroopers are out to get customers
After the site in Nanchang, Wanda plans to open around 15 in the country by 2020.
Meanwhile Disney's theme park in Shanghai, costing $5.5bn, will be its sixth theme park and its fourth outside the United States after Paris, Tokyo and Hong Kong.

Zika crisis: WHO seeks to allay fears over Rio Olympics

  •
Health workers get ready to spray insecticide to combat mosquitoes that transmits the Zika virus in Rio de Janeiro, 26 January                                     Brazil has send teams to eradicate mosquitoes that carry the Zika virus
Senior WHO official Bruce Aylward told the BBC that risk assessment plans were in place, and reiterated that there was no need to delay the Games.
The mayor of Rio said disease-carrying mosquitoes were being eradicated.
The officials were responding to an open letter by scientists saying it was "unethical" for the Games to go ahead.
The letter also said the global health body should revisit its Zika guidance.
The Zika virus is linked to severe birth defects.
Between February and April, Brazil registered more than 90,000 likely cases of Zika. The number of babies born with Zika-linked defects stood at 4,908 in April.
Dr Aylward, who heads the WHO's emergency programme, told the BBC that it was already carrying out a risk-assessment programme "about this disease and the risks it poses both to individuals who get and those who might be subsequently exposed".
In addition, he said, independent experts had reported to the WHO on the implications of the outbreak for travel and trade.
"Those are two of the exact measures that that group has asked for and that is exactly what is being done, and clearly we need to have better communicated that."
Map showing the countries that have had confirmed cases of the Zika virus
The International Olympic Committee (IOC) has said it sees no reason to delay or move the Games because of the mosquito-borne disease.
Mr Aylward said that a call to postpone the Games could not be ruled out in the future, but added: "All the information available today... suggests that the games should definitely go ahead."
He restated the WHO's warning that women who are pregnant or seek to get pregnant should not travel to the Zika zone or be exposed to returning partners who may have been infected.
Postponing the games, at this stage, would only "compromise the huge investment that athletes and others have made in preparing for what should be a fantastic occasion."
In their open letter, the 150 scientists said Brazil's mosquito-eradication programme had failed. They cited this, and the country's "weakened" health system, as reasons to postpone or move the Olympics.
In his reply, Rio Mayor Eduardo da Costa Paes said:
  • The city has over 3,000 health officials monitoring the presence of mosquitoes across Rio
  • Inspections will be stepped up in August, a time of year when there are anyway fewer mosquitoes
  • A team of eradicators will start focusing on Olympic venues a month before the Games.
Zika infection in pregnant women has been shown to be a cause of microcephaly and other brain abnormalities in babies.
In February, the WHO declared recent outbreaks of those diseases in Latin America and French Polynesia a global health emergency requiring a united response.
It said stepping up programmes to eradicate mosquitoes that spread the Zika virus were a priority.

Why Buhari plans special anti-graft body for ‘high profile criminals’

Why Buhari plans special anti-graft body for ‘high profile criminals’

Why Buhari plans special anti-graft body for ‘high profile criminals’

The news hit the polity with a jolt on Friday when the Buhari-led government announced the constitution of a 20-man committee on prosecution of high profile criminal cases. The body to be known as National Prosecution Coordination Committee (NPCC) is to be headed by Attorney-General of the Federation, Mr. Abubakar Malami.
In inaugurating the committee, Vice President Osinbajo said, “When you look at the way that the EFCC and other law enforcement agencies have acted in recent times you will notice that they are not under any kind of direction or influence of the President. They are given the independence to act; they are given the authority and backing to act on their own and to use their own discretion appropriately at all times.”
RIPPLES NIGERIA investigations, however, show that President Buhari may have hurriedly put the body together out of frustration and rising concerns that his government is increasingly being perceived as holding political detainees under the guise of fighting corruption.
A source close to the presidency, speaking on condition of anonymity, said, “The president is very frustrated at the seeming slow administration of justice. There are no convictions yet nearly after one year.

“Worse still, he is disappointed with the many gaps created by the prosecution agencies. I do not want to mention names here but there seem to be too many loopholes that could make it possible for high profile criminals to walk away from justice.”
The inauguration of the NPCC came on the same day that the leadership of the Economic and Financial Crimes Commission (EFCC) led a handful of its staff and Nigerians on a ‘Walk Against Corruption’ in the nation’s capital, Abuja. Critics have since dubbed the show an image laundry exercise intended to legitimize the arrest and unlawful detention of alleged criminals.
A senior member of the opposition Peoples Democratic Party (PDP), speaking on the developments alleged a hidden agenda in the creation of NPCC.
Said he, “We see through Buhari’s desperate moves. He is unsettled the way the regular courts and other legal institutions are discharging their responsibilities. He has not hidden his quest for more powers to act outside the regular courts. We may be headed towards serious dictatorship”
He added, “With NPCC, it simply means that Buhari has condemned ICPC, CCT and even EFCC as failures in prosecuting alleged cases of high profile corruption before them. He wants ‘perceived enemies of state’ jailed without due process.
“Ultimately, his intention might be to set up special courts to try the likes of Dasuki, Metuh, Fani-Kayode, Nnamdi Kanu, and Nigerians must demand explanations from the APC government.”
Speaking further, he said, “We have taken note that while Professor Itse Sagay’s committee would recommend arrests, NPCC will advise on prosecution.”
Osinbajo, however, erased any fears about government intentions at the inauguration ceremony saying, “It is a very serious responsibility because it also involves making sure that people are treated fairly or that people are not pursued by reason of bias or any other such consideration.’’

Economic crisis: Buhari, govs rule out elaborate anniversary

President Muhammadu Buhari
President Muhammadu Buhari and state governors have ruled out elaborate celebrations to mark this year’s Democracy Day and their one year in office.
Findings by Saturday PUNCH showed that this decision was not unconnected with the current downturn in the nation’s economic fortunes.
Before now, past administrations usually marked May 29, Nigeria’s Democracy Day, with fanfare. This year’s event is particularly special as it is also doubling as the first year in office of President Buhari and many state governors.
But it was learnt that tomorrow’s event would be without any fanfare.
Buhari was inaugurated on May 29, 2015 to succeed former President Goodluck Jonathan, having won the March 28, 2015 presidential election on the platform of the All Progressives Congress.
Since the return of democracy on May 29, 1999 with the inauguration of former President Olusegun Obasanjo, May 29 of every year has been observed as the nation’s Democracy Day.
One week-long activities are usually lined up every year to commemorate the day.
One of our correspondents however learnt on Thursday that such programmes would not hold this year due to the economic crisis facing the country.
President Buhari had recently explained the shabby economic situation in the country at the second National Executive meeting of the All Progressives Congress in Abuja.
Buhari had said that the fall of oil price was a disaster and as a result, 27 of the 36 states of the federation were finding it difficult to pay salaries.
It was further learnt that to commemorate the day, the President would only make a nationwide anniversary broadcast on Sunday.
The President is expected to use the opportunity of the broadcast to list the achievements of his administration in the last one year and solicit further support from Nigerians.
He had earlier promised to disclose the amount so far recovered by his administration from looters in the speech.
The second programme for the day, it was further learnt, would be an interdenominational anniversary church service that is slated for the National Ecumenical Centre, Abuja.
Vice-President Yemi Osinbajo is expected to lead top government officials and friends of the nation to the service being organised by the Office of the Secretary to the Government of the Federation.
“It is a low-key celebration. The major item on the agenda is the President’s broadcast to the nation,” a Presidency source said.
The government had on Wednesday declared Monday, May 30, a public holiday to commemorate the Democracy Day, which falls on Sunday.
Also, many governors have said there will be no elaborate celebrations to mar their one year in office.
Saturday PUNCH learnt that the governors shunned elaborate celebrations because of the huge amount of money required to fund the activities that might be lined up for the anniversary.
It was learnt that logistics, which is key to the celebrations, would likely gulp about 40 per cent of the money if the governors chose to make the celebrations elaborate.
According to findings, the governors’ decision came as  a result of the decline in the federal allocations to the states following the fall in the international price of crude oil.
The Special Adviser on Media and Communication to the Bauchi State Governor, Alhaji Yakubu Ibn Mohammed, told one of our correspondents that the state government would only do what is needful.
Mohammed said, “Anything showy and extravagant will not be part of the one year anniversary. Activities lined up for the anniversary have been planned with the dictates of the austere moment.”
Also, the Niger State Governor, Alhaji Abubakar Sani Bello, said the state would not engage in any elaborate celebration.
Bello, who spoke through his Senior Special Assistant on Media, Mr. Jide Orintunsin, said, “We are all aware of the economic hardship the country is facing; we have to be mindful of that before we do anything.”
According to him, anything that will not yield positive result to the people of the state will be avoided.
Imo State, which used to celebrate Democracy Day with fanfare when the economy was stable, had said that it would not pop champagne or any other wine like it used to.
The state Commissioner for Information, Youth and Sports, Chidi Ibe, told one of our correspondents that the current economic reality in the country had forced the state to opt for a low-key celebration.
He said, “When the economy used to be stable, we celebrated Democracy Day with a lot of money and fanfare. We decorated everywhere, placed adverts on the pages of the newspapers. It was either that the state government congratulated the President or the ministries felicitated with the governor.
“But this time around, it won’t be like that. All the fanfare associated with the celebration in the past cannot take place this time around.”
Cross River was among the states which got the lowest allocation from the Federal Government in the last two months. Its Internally Generated Revenue is about N500m per month.
Because of the paucity of fund, the state has decided to organise a town hall meeting to answer people’s questions, instead of throwing a big party to mark Governor Ben Ayade’s first year in office.
The Special Assistant to the Governor on Media, Mr. Christian Ita, said rather than throwing a big party, Governor Ayade had concluded plans to have a “city hall meeting” to answer questions from the public.
He said, “No real celebration. For us, the employment that we have been able to create is worth more than any celebration. There will only be a city hall meeting where members of the public will interact with the governor.”
For the Oyo State Government, this is the time for reflection.
Governor Abiola Ajimobi’s Special Adviser on Media and Communication, Mr. Yomi Layinka, told one of our correspondents in Ibadan on Friday that there was no basis for elaborate celebration because of the financial status of the state.
Layinka said, “We have several reasons to celebrate, but it will be low-key. The governor will hold meeting with stakeholders on the journey so far and the challenges facing the state while also rallying support for his government.
“We are all aware of the financial situation in the state and the general economy of the nation. This is the time for reflection, instead of elaborate celebration.”
Meanwhile, the Enugu State Governor, Ifeanyi Ugwuanyi, and his Akwa Ibom State counterpart, Udom Emmanuel, were specific on how to mark their first one year in office.
The two governors said they planned to mark the anniversary with thanksgivings in the church. The Chief Press Secretary to the Enugu State Governor, Mr. Uwakwe Abugu, told one of our correspondents that the thanksgiving would hold at the Michael Okpara Square, after which the governor would address the people.
The Akwa Ibom State Commissioner for Information and Communications, Mr. Aniekan Umana, said whether thanksgiving would be loud or low-key was insignificant as praises to God could not be quantified

Man slits wife’s throat over alleged infidelity, poisons self

Jafaru and the late Roseline
A crowd besieged Araromi Street in Oshodi area of Lagos State on Friday after a 49-year-old man, Jafaru Sougie, allegedly killed his wife of 26 years.
The suspect was said to have poisoned himself thereafter and was vomiting in the bathroom when one of their children, Richmond, woke up.
Jafaru had reportedly slit the wife’s throat with a knife around 2am but she was discovered dead at 4am by Richmond and his aunt who raised the alarm.
The Edo State indigene was reportedly rescued from a mob by policemen from the Akinpelu division and was rushed to a hospital while the wife’s corpse was deposited in a morgue.
Forty-six-year-old Roselin sold frozen foods in the Ijora area and was said to be the breadwinner of the family as the killer husband was jobless.
Saturday PUNCH gathered that Jafaru had serially assaulted Roseline on the grounds of being unfaithful. Apart from the infidelity allegation, he reportedly beat the mother of five children for collecting gifts from her relatives for the upkeep of the family.
Richmond, 16, told our correspondent that he could not explain what came over his father to have committed the act, saying he started behaving strangely afterwards.
He said, “My three siblings, our aunt and I slept in the living room while dad and mum were inside. Around 4am, dad called me from the bathroom. I went to meet him but he did not say anything. I went outside to urinate and when I came back, I checked the bathroom and saw him lying down, vomiting some black substance and excreting on his body. I think he poisoned himself. I told my aunt to wake mum up to attend to him. But she didn’t wake up.
“I shone a flashlight on her and saw blood on the bed with a wide cut in her neck. I fainted when we discovered she was dead. We later asked dad how it happened, he said somebody entered and did it whereas the compound gate is always locked in the night.
“It was mum that took care of us. She was the one sponsoring my elder brother, Collins, who just gained admission into a university in Abia State. I don’t know our fate now.
“The landlord of our former rented house on Michael Street sent us out because dad always quarrelled with mum. We were also sent away from Banjoko Street for the same reason.”
The aunt, Veronica Imomoh, who confirmed the assault, said she was surprised the woman did not scream during the attack.
She added, “Our family had warned him to stop beating her. He didn’t have any work and she was the one feeding him and paying the rent. Anytime she collected gifts from her relatives, he quarrelled with her. He would accuse her of sleeping with men and beat her up. There was a time he took her to our village in Edo State to swear whether she was cheating on him or not and she did.
“Yesterday (Thursday) he demanded N10,000 from the wife, saying he wanted to travel. She was trying to raise the money from her friends. But I don’t know whether that was the immediate cause of the incident.”
A neighbour, Simeon Nnoron, said he had tried to prevail over Jafaru to stop assaulting the deceased to no avail, adding that he suspected he was on drug and wanted to use the woman for rituals.
Roselin’s elder  sister,  Mrs. Kate Yakubu, said she had wanted to divorce the husband two years ago but was enjoined to rescind the decision.
She said, “They fought two years ago because he wanted her to stop selling the frozen foods. During the argument, he held her in the neck and removed strands of hair from her head with his teeth. She left the house for a week to live with his brother in Masasa. She wanted to quit the marriage but we begged her not to because of the children. There was a time he said he smelt sperm in her pants after she returned from Seme where she normally bought goods.”
The Deputy spokesperson, Lagos State Police Command, DSP Damasus Ozoani, said the suspect had been transferred to the State Criminal Investigation Department for further investigation.
“It was a murder case and the husband was suspected to be under the influence of drug. The case has been transferred to the SCID and investigation has commenced,” he said.
